Mr. Chen Fengwei was born in Putian, Fujian Province in August 1978. He started to work in July 2004. He graduated from East China Normal University with a master's degree in Educational Economics and Management.

From July 2004 to February 2013, he served as the staff of Grade 9, Grade 8 and Grade 7 of Shanghai Branch of Chinese Academy of Sciences, and successively served as the assistant director and deputy director of the Organization Personnel Department of Shanghai Branch, and the Executive deputy secretary of the Youth League Committee of Shanghai Branch.

From February 2013 to June 2017, he successively served as Deputy director of the Party and Mass Work Office and Supervision and Audit Office of the Shanghai Branch of the Chinese Academy of Sciences (CAS), assistant to the leader of the Discipline Inspection Team, Deputy secretary of the Party Committee and secretary of the Discipline Inspection Commission of the organ and the unit directly under it, executive vice chairman of the Trade union of the Shanghai Branch, and secretary of the Youth League Committee of the Shanghai Branch;

 From May 2017 to February 2021, he served as Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Committee of Shanghai Pasteur Institute of the Chinese Academy of Sciences; Since February 2021, he has been the Secretary of the Disciplinary Committee of Shanghai Institute of Microsystems, Chinese Academy of Sciences
