On October 21, 2019, the 83rd International Electrotechnical Commission (IEC) Conference opened at the Shanghai International Convention Center. On October 22, the conference held the first Chinese version of the IEC photovoltaic international standard release ceremony. Shu Yingbiao (China), current Secretary-General and CEO of Hou, Chairman of Hou, China, founder of the IFC "Light Up Global" project, Tian Shihong, deputy director of the State Administration of Market Supervision and Director of the National Standardization Management Committee, Shenzhen University of Technology who is responsible for the translation of the Chinese version of the standard Shenzhen Academy of metrology and quality Inspection, Shenzhen Municipal people's government and the principal leaders attended the conference. This is the first international standard published in Chinese in the world. It is not only a milestone for the internationalization of Chinese standards, but also a milestone for the IEC closer to China within epoch-making significance.
Researcher Liu Zhengxin of the New Energy Technology Center of the IoT Technology Laboratory has long been involved in IEC international standard work. After being elected as the Vice Chairman of IEC TC82 (Solar Photovoltaic Energy System) in 2017, he has jointly promoted the international standardization of photovoltaics with the IEC TC82 Secretariat and the secretariat of the country Solar Energy System Standardization Technical Committee (SAC90) . Aiming at the characteristics of China's large-scale photovoltaic industry, large export scope, and high integration with the world, a proposal for the release of the Chinese version of the IEC photovoltaic international standard was put forward, which received positive responses from the IEC and the National Standardization Management Committee. The IEC / ISO International Standards Agency specifies the official languages as the five basic working languages of the United Nations: English, French, Spanish, Russian, and Chinese. The basic language of the technical committee and related work is English. Since its birth in 1906, IEC has published standards in only four languages and no Chinese. The Chinese version of International Standards makes it easier and faster for China to understand and use international standards, which is conducive to the integration of China with national standards, facilitates the integration of Chinese technology into the world, facilitates the entry of Chinese products into the world market, and improves China's manufacturing and consumption.
This release of the IEC standard Chinese version is TS62257-9-5 TC82 JWG1 prepared "Part 9-5: Integrated systems-Laboratory evaluation of stand-alone renewable energy products for rural electrification". It is the quality standard for rural electrification off-grid renewable energy system test methods in the "Global Lighting" project implemented by the World Bank Group International Finance Corporation (IFC). China is the main manufacturer of this type of product. The Chinese version of the standard is of great significance for regulating the quality and safety of world products and improving the manufacturing level of China's small off-grid renewable energy systems.
